In French, should we write "ce sur quoi", "se sur quoi" or "ceux sur quoi" ?

There is only one writing that remains invariable: ce sur quoi.


For example: 


Ils ont durci la réglementation, ce sur quoi je les trouve trop sévères. <=> They've tightened up the regulations, which I think they're too strict about.
